Scot Breitenfeld baa83db280 Correct the vendored tomlc17 README's account of the fast-math bug
Three corrections to the section documenting the PR #50 patch:

- The mechanism was misattributed. The section said the CPU evaluates
  "fp64 != 0.0" as if a subnormal operand were 0.0 under FTZ. It does not:
  ucomisd, which is what GCC emits there on x86-64, ignores DAZ, and a GCC
  build with FTZ+DAZ forced on via SSE intrinsics parses 5e-324 correctly
  without the patch at all. The failure is a compile-time one -- icx's
  -fp-model=fast lets the compiler assume no operand is subnormal and every
  operand is finite. Upstream issue #49 carries the same error and has not
  been corrected yet.

- The described fix was the pre-review one. Updated to match what is now
  vendored: mask the sign bit, test the exponent bits, no isfinite().

- Added a "What this patch does not fix" subsection. Where the libc flushes
  inside strtod() itself -- Windows Intel oneAPI and MSYS2 clangarm64, per
  the tfilter2 probe added in 2761464 -- the bits really are zero and no
  bit-pattern test can recover the value. The README previously read as
  though PR #50 covered that case; it does not, and tfilter2's runtime probe
  is what handles it.

Also retitled the section and updated the step 4b grep hint to fp64_mag,
which is the token that now identifies the patch.

HDF5 release schedule

HDF5 does not follow a regular release schedule. Instead, updates are based on the introduction of new features and the resolution of bugs. However, we aim to have at least one annual release for each maintenance branch. The chart above shows past HDF5 releases that have reached end of life (EOL).
