Add blob-05 test: h5repack cross-file copy gets a new locator

A custom filter's write_blob/read_blob callbacks are the only way to
observe H5Z_blob_loc_t (it's opaque to plugin authors and never exposed
via H5Pget_filter_blob), so this registers one in h5repacktst.c and logs
each call's locator. Forces h5repack's rebuild path via a layout-only
directive on the object, since apply_filters() leaves an untouched
pipeline (and its blob) alone -- confirming write_blob fires again for
the destination with a locator distinct from the source's, read_blob
fires reading the source back, and the repacked file's data and blob
both round-trip correctly.

h5repack_verify() is skipped for this block: it only checks filters
explicitly registered via h5repack_addfilter(), not a user-defined blob
filter, so it would reject the correctly-unmodified pipeline as a
mismatch. Verified via valgrind against the unmodified baseline --
identical pre-existing error count (2947, in h5diff's array-compare code
from an earlier, unrelated test), confirming this test introduces none.
