Ayush Singh 5c1b0a6b7e Rust: Add experimental support with Ninja 
The TU for Rust is a crate, not per-source.  `rustc` expects entry file
to TU as input, and cannot work with object files.  So we need to have
one-step build/link in most cases, similar to what old Swift was doing.

These functions document that the arguments must be representable
by `unsigned char`.  In particular, NetBSD is strict about this.

Tyler Yankee 4e7e6928cb install: Fix bugs around empty directories 
The conversion between internal list representations led to empty
directories being left behind when processing generator expressions in
the destination. This ensures the intended behavior of creating a
destination directory but installing nothing into it when no <dirs> are
specified, regardless of the presence or absence of genex.

Further, an explicit empty string <dir> (via `""`, or an undefined
variable) led to the current source directory being expanded as a file
to install, leading to the generation of an infinitely recursive
install command. Disallow this behavior, forcing projects to explicitly
specify the current source directory if that is their intention.

Ben Boeckel bc7fac6ad3 cmGeneratorTarget: detect colliding target directories 
Some projects might get unlucky and have targets which collide in the
sha3-512 hash (truncated to 4) in a directory which also collides in the
same way (easily done by sharing it). Note such problems as potentially
colliding and offer potential remedies.

Also add a test which generates the error.

Vito Gamberini ec3f41ab7b cmDyndepCollation: Don't serialize local arguments 
LocalArguments as implemented in commit ce309f8885 (cmDyndepCollation:
Cxx module manifest format, 2026-01-22) carries dependency assumptions
which break when the resulting install tree is relocated or reused in an
different build environment. Module manifests are ill-equipped to solve
this problem. For now, forego local arguments entirely rather than
encode potentially bogus information.
