C-API cleanup: apps, imgproc_c and some constants #25075

* Removed obsolete apps - traincascade and createsamples (please use older OpenCV versions if you need them). These apps relied heavily on C-API
* removed all mentions of imgproc C-API headers (imgproc_c.h, types_c.h) - they were empty, included core C-API headers
* replaced usage of several C constants with C++ ones (error codes, norm modes, RNG modes, PCA modes, ...) - most part of this PR (split into two parts - all modules and calib+3d - for easier backporting)
* removed imgproc C-API headers (as separate commit, so that other changes could be backported to 4.x)
Most of these changes can be backported to 4.x.
Rewrite Universal Intrinsic code by using new API: ImgProc module. #24058
The goal of this series of PRs is to modify the SIMD code blocks guarded by CV_SIMD macro in the `opencv/modules/imgproc` folder: rewrite them by using the new Universal Intrinsic API.
For easier review, this PR includes a part of the rewritten code, and another part will be brought in the next PR (coming soon). I tested this patch on RVV (QEMU) and AVX devices, `opencv_test_imgproc` is passed.
The patch is partially auto-generated by using the [rewriter](https://github.com/hanliutong/rewriter), related PR https://github.com/opencv/opencv/pull/23885 and https://github.com/opencv/opencv/pull/23980.

* Deprecated encodeFormat and introduced new method that takes the buffer length
* Also increased buffer size at call sites to be a little bigger, in case int is 64 bit
Exceptions caught by value incur needless cost in C++, most of them can
be caught by const-reference, especially as nearly none are actually
used. This could allow compiler generate a slightly more efficient code.
* Fixing a bug in Canny implemetation when Sobel aperture size is 7.
* Fixing the bug in Canny accross variants and in test_canny.cpp
* Replacing a tab with white space
- Optimizations set change. Now IPP integrations will provide code for SSE42, AVX2 and AVX512 (SKX) CPUs only. For HW below SSE42 IPP code is disabled.
- Performance regressions fixes for IPP code paths;
- cv::boxFilter integration improvement;
- cv::filter2D integration improvement;
Parallelize Canny with custom gradient (#8694)
* New Canny implementation. Restructuring code in parallelCanny class. Align mag buffer and map.
* Fix warnings.
* Missing SIMD check added.
* Replaced local trailingZeros in contours.cpp. Use alignSize in canny.cpp
* Fix warnings in alignSize and allocate just minimum extra columns.
* Fix another warning in map.create.
* Exchange for loop by do loop to avoid double check at the beginning.
Define extra SIMD CANNY_CHECK to avoid unnecessary continue.
