Evgeny Grin (Karlson2k) b84dc1b220 test_tls_options: re-implemented, removed hardcoded TLS versions ...

The test now tries several TLS versions. If no TLS versions are
supported, then the test is considered SKIPPED.
This way test is forward compatible with future GnuTLS and libcurl
versions.
