Evgeny Grin (Karlson2k) cbd62cc2d3 Autotools refactoring: better follow GNU coding standards 
Never override CFLAGS, CPPFLAGS, and LDFLAGS in 'configure'.
Let user override compile setting as make-time almost in the same way
like at configure-time.

Removed some redundant compile settings.

Implemented the new function, related framework, and tests for iovec-based
responses.
The implementation is based on the patch provided by Lawrence Sebald and
Damon N. Earp from NASA.
