...
Useful to quickly define settings combination. Individual settings still
could be overridden by individual parameters.

Moved 'po' dependencies to separate ./configure file
...
Having 'po' in main 'configure' confuse users as they see --enable-nls
and other related options in configure and think that gettext is
optional dependency to build MHD lib.
New structure should be more transparent for users.
Performed minor cleanup of dist files.

Fixed bootstrap with different gettext version on the build host
...
The problem is autopoint can install only all files or no files
at all and without updating of M4 macros in any case.
Build process failed at make-time of dist because of version mismatch
for M4 macros and po/* files.

mhd_sys_extentions.m4: updated, fixed and improved.
...
Now better detect supported features, works with latest Android NDK,
skips definition of _XOPEN_SOURCE on platforms where it conflicts with
system-specific features, overall improvements and minor fixing.
