Allen Byrne efb94f8949 [svn-r18430] Add windows define BIND_TO_CURRENT_VCLIBS_VERSION=1 to project files. 
Corrected copy H5srcdir_str.h commands in script.
Added libsettings project to behave like h5tinit.vcproj.
