Scot Breitenfeld 4071f63baf Fix CI regressions from the H5F_LIBVER_V300/pline-v3 format change ...

- h5repack -h help text and its reference file still described the
  bound table as ending at H5F_LIBVER_V200 (5); add the V300 (6) entry
  and update the --high default, both stale since LATEST shifted from
  V200 to V300.
- Regenerate the ocpl_{32,64}{le,be} cross-platform plist golden files:
  H5Pencode now appends a has_config byte after each filter's
  cd_values, so the pre-existing binaries (predating this format
  change) decoded as garbage. All four variants are byte-identical
  since this plist's filter has no cd_values/config to vary by word
  size or endianness.
