M. Scot Breitenfeld a2e0628cc7 Generate H5Z_class3_t versioning via make_vers instead of hand-editing H5version.h
H5version.h is regenerated by bin/make_vers from H5vers.txt, so the
H5Z_class_t_vers == 3 branch added directly to the generated file would be
silently dropped the next time make_vers runs. Extend make_vers so a
version tag outside the real @versions list (mirroring the existing v111
exception for H5O) can register a new symbol version without becoming the
default, then add H5Z_class's v300 entry to H5vers.txt so H5Z_class3_t
stays opt-in rather than becoming the default H5Z_class_t mapping.
