* Created new branch hdf5_1_14_6 from hdf5_1.14.5 tag for HDF5 1.14.5
release.
Incremented LT*VERS_REVISION for new code release with no API changes.
Set version to 1.14.6-1 (h5vers -s 1.14.6-1 which ran autogen.sh).
Updated HISTORY-1_14.txt and cleaned previous entries from RELEASE.txt.
