Update copyrights

Description:
    Updated copyright information in hdf5/bin and top-level and added some
more files to be skipped to the chkcopyright config file.

Description:
Two files in the bin directory didn't make it into CVS.

Solution:
Added depcomp and compile to CVS repository.

Already testsed with these files.
