Since each API context is local to a thread, use the stack to
store the context instead of allocating & releasing it each time.
This improves performance (slightly), reduces alloc/free calls,
and eliminates the H5FL package from the push & pop operations,
which helps simplify threadsafe operation.
One effect of this change is that the H5VLstart_lib_state /
H5VLfinish_lib_state API routines for pass through connector
authors now require a parameter that can be used to store
the library's context. It was probably a mistake to assume
that these two routines would not do this previously, so this
is essentially a bug fix for them.
Some other minor things:
* Added API context push+pop operations to cache tests
(I'm not actually certain why this was working before) and
a few other places
* Cleaned up a bunch of warnings in test code (calloc args, mainly)
* Made header file inclusions more standard in some source files
This is where most people will expect to find license information. The
COPYING_LBNL_HDF5 file has also been renamed to LICENSE_LBNL_HDF5.
The licenses are unchanged.
Added new testframe.h header to document testing framework functions and
split them away from h5test.h and from test programs that don't
integrate with the testframe.c testing framework

tests that aren't part of testphdf5

functionality for parallel tests (similar to h5test library)

Depending on the platform, we use a mix of random, rand, and rand_r
to generate pseudo-random numbers, along with a messy set of ifdefs
in H5private.h. We are not a cryptographic library, only use random
numbers in our test code, and have no need for anything more than the
C standard's (s)rand(). There's no point dithering about using rand()
vs random() when we're also doing bad things like using mod to
restrict the range, which introduces bias.

Quiet some more maybe-uninitialized warnings---each is a false positive, *sigh*. This is more code that may not compile with VS2010, *sigh sigh*.
Always warn on maybe-uninitialized. -Wincompatible-pointer-types was not available until GCC 5, so enable it only if that's the GCC version we're using.
Only promote maybe-uninitialized warnings to errors on GCC 8. Even on GCC 8, there may be false positives at low optimization levels? I need to check.

Make errors of some more warnings. Move disabled warnings to DEVELOPER_WARNING_CFLAGS. Put just one warning option on a line, and sort some of the options.
Cast to the parameter type, H5VL_token_t *, instead of to unsigned char *.
Change hdset_reg_ref_t and H5R_ref_t from arrays of unsigned char to structs containing those arrays. Encapsulating the arrays in this way makes it easier to write and think about pointers to these types, casts to/from these types, etc.

GCC really wants us to use `ll` to format `long long`, so try to make that work
before any other format modifier. Seems like we're not compiling the autoconf
test program with -Werror=format ? Probably should.

It's hard to know just how wide an HDoff_t will be, and I don't think POSIX or
C standards provide a PRI macro for it, so cast to intmax_t and format using
PRIdMAX.

Remove custom HDfprintf implementation, using the standard library's,
instead. Take a swipe at repairing fprintf format strings, mainly
replacing "%Hu" with "%" PRIuHSIZE, "%a" with "%" PRIuHADDR, "%Zu" with
"%zu".
Here and there remove an awkward cast of a printf argument to `long
long` and use PRI[doux]8, PRI[doux]32, or PRI[doux]64, instead.
Change occurrences of "%t" to "%s" and perform a suitable change of
argument, `cond` -> `cond ? "TRUE" : "FALSE"`.
Some occurrences of %Hu, %a, and %t remain, they just weren't flagged by
the compiler because of #ifdef'age.

Complete revamp of package initialization/shutdown mechanism in the library.
Each package now has a single init/term routine.
This new way should avoid packages being re-initialized during library
shutdown and is also be _much_ more proactive about giving feedback for
resource leaks internal to the library.
Introduces a new "module" header file for packages in the library
(e.g src/H5Fmodule.h) which sets up some necessary package configuration macros
for the FUNC_ENTER/LEAVE macros. (The VFL drivers have their own slightly
modified version of this header, src/H5FDdrvr_module.h)
Also cleaned up a bunch of resources leaks all across the library and tests,
along with addressing many warnings, as I encountered them.
Tested on:
MacOSX/64 10.10.5 (amazon) w/serial & parallel
Linux/64 3.10.x (kituo) w/serial & parallel
Linux/64 2.6.x (ostrich) w/serial
gcc 4.9.2 was used to create the warning list

is expected to be brough into the trunk sometimes in the future, which
is why we need to make this change.

Description:
Added internal tesitng routines to traverse a file and verify that symbol table
information is *always* cached, whenever possible. Added this check to the end
of many tests to check all the test files, right before the call to h5_cleanup.

Commit metadata tagging framework.
Description:
This check-in contains a new framework whose goal is to apply
a tag value to each new entry in the metadata cache as it is created.
This tag value is such that it relates each piece of metadata to the
HDF5 object that it belongs to (dataset, group, et cetera).
This changeset includes the framework that applies the tags as
well as a suite of tests to verify correct tag application, though does
not yet make use of the tag values to flush/evict individual objects.
Please refer to the "flush/evict individual objects" RFC for further
discussion of these changes.
