Intel's icx compiler defines _WIN32 (with underscore) but not WIN32,
causing unistd.h and other POSIX headers to be incorrectly included
on Windows builds.
This is where most people will expect to find license information. The
COPYING_LBNL_HDF5 file has also been renamed to LICENSE_LBNL_HDF5.
The licenses are unchanged.
lseek on Windows uses __int64 for both the offset and return type
instead of off_t like most POSIX systems. This changes ensures we
use HDoff_t (which is typdef'd correctly on Windows) w/ lseek.
