Various related changes, including refactoring part of dataset creation, and reworking how layout versions are calculated.
Needs more testing of filters that create very large chunks, but that will need code to turn it off in cases where we can't allocate >4GiB buffers. I tested this manually by increasing the expansion ration in the expand2 test in dsets, and it passed everything up until it tried to expand the datasets with H5Dset_extent() and my laptop ran out of disk space.
We should add code and testing to handle the case where the "size of size" is set less than 8 bytes. This is not a new issue, since it can be set to 2.
I will file issues for these, but I don't think they are necessary for the release.
* Refactor warning macros
Replaces the scheme in H5warnings.h with a more compiler-agnostic
one that relocates ifdef complexity to the warnings header file
and uses better naming.

Complete overhaul of the concurrency-related aspects of the library (threading, atomics, locking, etc.), adding private routines in the H5TS package to allow internal algorithms to use all of these capabilities.
Adds many new features & components in the H5TS package that are equivalent to common concurrency data structures and capabilities: "regular" and recursive mutices, condition variables, semaphores, thread barriers, 'once' support, thread pools, atomic variables, thread-local keys, and spawning & joining internal threads.
Now supports C11, pthreads, and Windows threading for all H5TS capabilities, except the recursive readers/writers lock, which is not supported on Windows (because Windows threads don't provide a callback on thread-local variable deletion).
The "global" API lock is switched to use a recursive mutex from the H5TS package, instead of its own variant.
API context code (H5CX package) and error stacks (H5E package) now use the common thread-local info, instead of their own variants.
Subfiling code is switched from using Mercury threading features to the new internal H5TS features.
Removes the mercury threading code.
Adds a configure option (--enable-threads / HDF5_ENABLE_THREADS), enabled by default, to control whether threading is enabled within the library.

compiler flags files, since they essentially duplicate the `error-`
files modulo the replacement of `-Werror=` with `-W` and any changes in
comments. (I verified the duplication with a script.)
For autoconf, reinstate the use of the `demote_errors` shell function to
derive the `noerror-` content from the `error-` content. `demote_errors`
replaces `-Werror=` with `-W` when `WARNINGS_AS_ERRORS` is `no`.
Slightly reorder `configure.ac` so that the setting of
`WARNINGS_AS_ERRORS` takes effect before the `error-` files are sourced.

This is extremely slow and generates a LOT of false positives. It's also
not really a warning flag, but an analysis feature and thus belongs in
a separate configure option, not lumped in with the warnings.

-Wimplicit-fallthrough=3 is added by -Wextra, which we already set.
Bumping the warning level only changes how fall-through comments are
parsed, with level 5 turning off fall-through comments entirely.
This is unnecessary and results in having to do extra work to squash
warnings when included external code uses fall-through.
This change also adds /* FALLTHROUGH */ comments where
H5_ATTR_FALLTHROUGH is used so compilers that don't use attributes
but do respect fall-through comments don't raise spurious warnings.
