Brad King 6d434ee6cc Split XL compiler information files

This moves platform-independent XL compiler flags into separate
"Compiler/XL-<lang>.cmake" modules.  Platform-specific flags go in
"Platform/<os>-XL-<lang>.cmake" modules.
