Zack Galbreath 021cf4f4f7 cmake --build --preset: Relax CWD constraint ...

Prior to this commit, cmake --build <dir> --preset <pre> needed to be called
from the source directory. We now look up the source directory in
CMakeCache.txt when a build directory is specified on the command line.
