File sets currently have issues with files containing semicolons;
particularly, names get mangled differently in different contexts. This
can result in failing to find a file's file set. Prior to dee8799d16
(FileSet management: Introduce dedicated classes for generation,
2026-02-16, v4.4.0-rc1~691^2), we guarded against this, but the
aforementioned commit introduced code that would try to use the found
fileset object without checking if it was valid. Add the missing checks
so that we do not crash trying to dereference a null pointer. Also,
refactor `cmGeneratorTarget::GetSourceFilePaths` to avoid unnecessary
work.

Move some target related enumeration types from `cmStateTypes.h` to a
new header, as these really aren't "state" types. Also, make
`TargetType` a strongly-typed enumeration.
Add and use a couple helper functions for issuing policy warnings. This
improves consistency and allows some simplification of many call sites.
(One or two instances in particular are greatly simplified.)
Add new diagnostic categories CMD_POLICY and CMD_EXPERIMENTAL, both as
children of CMD_AUTHOR. Use the former when issuing policy warnings. Use
the latter when issuing experimental feature warnings.
Find places that are currently relying on diagnostic-specific message
types to issue diagnostics and replace these with calls to the new
diagnostic methods.
Each Rust source file given to a target is considered a separate crate
root. There's a concept of a "main crate root", which is the `.rs` file
that is given to the final linker phase in CMake. Other Rust source file
in a target are built as rlib separately.
The project can still build `.rs` files into object files by setting the
Rust_EMIT property on the desired source file.
To manage the generation step, introduce cmGeneratorFileSet and
cmGeneratorFileSets classes.
These reorganizations of the code are done in preparation of the
implementation of SOURCES file set type as well as user's file set types.

Introduce an index from source file to source group in
`cmLocalGenerator` to make lookups significantly more efficient
during the source group generation, which could be particularly
slow when dealing with thousands of source files.
Falls back to the recursive lookup when the source file is not present
on the index, which is more likely to happen when dealing with
regex-based sources.

`include-what-you-use` diagnostics, in practice, are specific to
the environment's compiler and standard library. Update includes
to satisfy IWYU for our CI job under Debian 13. Some patterns:
* Types named in virtual `override` signatures no longer require
includes since the overridden signature already names them.
* A function argument's type needs to be included even if its constructor
is called only by implicit conversion. For example, constructing a
`std::function` from a lambda now requires `<functional>`.
* Some prior mysterious `<type_traits>` inclusions are no longer required.
The cmLinkImplItem class used to contain some additional members
to support the CMP0027 policy. Since the CMP0027 policy and those
associated members were removed, the cmLinkImplItem class has been
a plain wrapper around cmLinkItem with no additional members.
It is no longer needed and cmLinkItem can be used directly wherever
cmLinkImplItem was used previously.
Extend commit e8010b67c7 (cmGeneratorExpressionDAGChecker: Make local
generator available in constructor, 2024-04-25, v3.30.0-rc1~172^2~6) and
commit 633afa0b2e (cmGeneratorExpressionDAGChecker: Make config name
available in constructor, 2024-05-08, v3.30.0-rc1~82^2~2) to make the
full evaluation context available in the constructor.
Previously we didn't properly exclude $<COMPILE_ONLY:OBJECT lib>
from the right hand side of `target_link_libraries`.
Fix the update that commit 73337cb383 (LINK_LIBRARIES: Evaluate
separately for linking and usage requirements, 2022-03-22,
v3.24.0-rc1~404^2~2) made to `AddObjectEntries`.

Run the `clang-format.bash` script to update all our C and C++ code to a
new style defined by `.clang-format`, now with "east const" enforcement.
Use `clang-format` version 18.
