Matthew Woehlke a5a9ec9113 TargetTypes: Extract target-related types to dedicated header
Move some target related enumeration types from `cmStateTypes.h` to a
new header, as these really aren't "state" types. Also, make
`TargetType` a strongly-typed enumeration.

Robert Maynard 39a56136a3 Diagnostic: Add warn or error on absolute install paths
Add `-Winstall-absolute-destination` diagnostic to warn or
error when an install command has an absolute destination.

This allow projects to enforce the best practice of not allowing
absolute install DESTINATIONS.

Marc Chevrier dee8799d16 FileSet management: Introduce dedicated classes for generation
To manage the generation step, introduce cmGeneratorFileSet and
cmGeneratorFileSets classes.
These reorganizations of the code are done in preparation of the
implementation of SOURCES file set type as well as user's file set types.

Brad King 8832f78dd6 IWYU: Update for Debian 13 CI job
`include-what-you-use` diagnostics, in practice, are specific to
the environment's compiler and standard library.  Update includes
to satisfy IWYU for our CI job under Debian 13.  Some patterns:

* Types named in virtual `override` signatures no longer require
  includes since the overridden signature already names them.

* A function argument's type needs to be included even if its constructor
  is called only by implicit conversion.  For example, constructing a
  `std::function` from a lambda now requires `<functional>`.

* Some prior mysterious `<type_traits>` inclusions are no longer required.

Vito Gamberini d71b59a4f7 install(TARGETS): Don't ignore non-extant file sets
When installing FILE_SETs, it is possible the FILE_SET has not yet been
created with target_sources(FILE_SET). Instead of ignoring this
situation, we need to track the installed FILE_SET names and their
possible install destinations.

At generation time we resolve the names and destinations concretely. If
a FILE_SET wasn't provided or isn't an INTERFACE, we silently bail out.

Matthew Woehlke e5b73b60e3 export: Generalize GenerateImportFileConfig
Move some logic that is specific to CMake-format exports from
GenerateImportFileConfig to an overload of GenerateImportConfig, so that
the former can be moved (back) to the generic base class. This will
allow it to also be used for Common Package Specification exports. To
facilitate this, also add a method to get the format-specific character
used to separate the export file base name from the config suffix, so
that the rest of the logic to determine the file name can be shared.

Matthew Woehlke 20fa4ce8d8 export: Factor out CMake-specific export generation (2/2)
In order to support generation of Common Package Specifications, the
mechanisms CMake uses to export package information need to be made more
abstract. The prior commits began this refactoring; this continues by
(actually) restructuring the classes used to generate the actual export files.
To minimize churn, this introduces virtual base classes and
diamond inheritance in order to separate logic which is format-agnostic
but depends on the export mode (build-tree versus install-tree) from
logic which is format-specific but mode-agnostic.

This could probably be refactored further to use helper classes instead,
and a future commit may do that, however an initial attempt to do that
was proving even more invasive, such that this approach was deemed more
manageable.

While we're at it, add 'const' in more places where possible.

Matthew Woehlke 6c66340a64 export: Fix const placement
Use clang-format to fix placement of const qualifiers to be consistently
right of the typename. The inconsistency was getting annoying,
especially as the following refactor changes a lot of methods and
sometimes adds const. (Being inconsistent within a file is not ideal,
but in some cases there was inconsistency within single lines!)

Matthew Woehlke 1bceab3520 export: Factor out CMake-specific export generation (*/2)
In order to support generation of Common Package Specifications, the
mechanisms CMake uses to export package information need to be made more
abstract. This will involve substantial refactoring of the classes used
to generate the actual export files. In order to help git track what's
happening, create the new files as copies of the files that will serve
as their source material. The class names have been updated and
formatting repaired, but no other refactoring has been done, which
should still allow git to detect the copies.

This commit is a purely intermediate step that exists for no other
reason than to improve history tracking.
