MSVC: Avoid warning when enabling ASM language with C compiler

Browse Source 
The `CMakeASMInformation` module warns when no compiler-specific module
is found for the `ASM` language.  Add a minimal `Compiler/MSVC-ASM`
module to avoid the warning for MSVC.

Fixes: #17532
